Base AC for any unarmored character (except Tortle) is 10, when unarmored defense was introduced in the PHB for Barbarians and Monks, there was no race that that formula did not fit. However new rules supersede older ones and by specifically stating Tortles do not get a Dex Bonus in the rules, rules as written they are eligible for any other

On My Honor . At 2nd level and on, when you or one creature within 60 feet of you who can hear you, makes a skill check or save, you may add your Fisticuffs bonus die to it. However, like you say, a monkbarian is quite MAD (multiple ability dependant), needing decent STR, DEX, CON and WIS at minimum (and CHA is always a nice ability for an intimidating build such as this). The other option is that monks get unarmoured defense with an AC built on DEX+WIS, so you could ditch CON and focus on STR, DEX and WIS if you want.
